This term was first used in the mid-1970s to refer to the governing capacity of governments in countries with parliamentary democracies (representative democracies). If one were to define it, it could be defined as the adaptability required for each political society to tackle the domestic and international challenges it faces and to seek a tentative solution while satisfying democratic demands. The central question here is what conditions must be created to improve governing capacity in response to the diversifying and growing demands of the people. 1970年代の中頃からいわれはじめたもので,議会制民主主義 (→代表民主主義 ) をとる国々における政府の統治能力をさす言葉。あえて定義づけるならば,それぞれの政治社会が,直面する内外の課題に取組み,民主主義的要請を充足させながら一応の解決をはかるために必要な適応能力,と規定することができよう。そこでの中心的問題は,民衆の要求の多様化と高まりに対応して統治能力を向上させるには,どのような条件を整備しなければならないか,というところにある。
