Born on March 2, 1897. Married Baron Ishimoto Keikichi in 1914. Travelled to the US in 1919 and became sympathetic to M. Sanger, founding the Japan Birth Control League in 1931. Developed a women's liberation movement, and was arrested in 1937 in the Popular Front Incident. In 1944, she remarried Kato Kanju. In 1946, she became the first woman to serve in the House of Representatives (elected twice, Socialist Party). In 1950, she became a member of the House of Councillors (elected four times). In 1974, she retired from politics and became president of the Japan Family Planning Federation. In 1988, she received the United Nations Population Award. In 1995, she became president of the International Family Planning Foundation. Died on December 22, 2001. Age 104. Born in Tokyo. Graduated from Gakushuin Women's College. Her maiden name was Hirota.
