A village in Atsuta County, Ishikari Subprefecture, western Hokkaido. Population 2,947 (1995). Located north of Sapporo City, facing the Sea of Japan. Most of the village area is the Mashike Mountains, gradually lowering to the south, but the lowlands are limited to areas around the mouth of the Ishikari River and are used for rice paddies. National forests make up more than 60% of the village area, and fishing villages such as Atsuta, Kotan, and Mourai are located along the coast. Under the Matsumae clan government, Matsumae merchant Murayama Denbei and Omi merchant Hirata Tozaemon controlled the area as site contractors, and it flourished as a herring trading site with a 1,000 koku yield. Until the appearance of the Otaru wholesaler in the early Taisho period, Benzaisen ships came to Kotan and supported the fishing industry during the Meiji period.
