The Edict of Perpetual Peace (English: The Ewige Landfriede)

Japanese: 永久平和令 - えいきゅうへいわれい（英語表記）Der Ewige Landfriede

A law enacted by the Imperial Diet of Worms on August 7, 1495, which prohibited private wars (→ Fede) within the Holy Roman Empire. This was the basic law of the plan to remodel the Empire, which was born as a result of negotiations between the reformist princes led by Elector of Mainz Berthold von Henneberg and Emperor Maximilian I. It meant that political disputes in Germany could no longer be resolved by force, and instead the newly established Imperial Supreme Court, the Reichskammergericht, would handle disputes through peaceful means such as litigation. Of course, armed conflicts over religious issues and other matters would still occur after this law, but this law showed that the Empire had, to a certain extent, transformed into a modern political organization as a legal community, even if it was of a federal nature. 1495年8月7日，ウォルムスの帝国議会で制定された法律。神聖ローマ帝国の領域内における私戦 (→フェーデ ) を禁止したもの。マインツ選帝侯ベルトルト・フォン・ヘンネベルクの率いる改革派諸侯と皇帝マクシミリアン1世の間の折衝の結果生まれた帝国改造計画の基本法で，これに伴い今後はドイツにおける政治的な権利紛争を実力行使によって解決することは許されず，それに代わって新設される帝国最高法院 Reichskammergerichtが訴訟という平和的手段を通じて紛争を処理することとなった。もとより，これ以後も実際には宗教問題などをめぐる武力闘争は起こるが，それでもこの法律によって帝国は，連邦的性格のものであれ，ともかくも一個の法的共同体としてある程度近代的な政治組織に転化したことを示している。 (→帝国改造運動 )
