The literary activities of Koreans in Japan, who wrote works in either Korean or Japanese, began with students studying abroad before liberation. From the "Sommelier's Newsletter" (1896) to "Light of Learning" (1915-30), over 100 books in six varieties were published, and students such as Lee Kwang-soo, Choi Nam-seon, and Den Young-taek published novels, poems, essays, and other works in Korean with the aim of restoring national sovereignty and overturning old customs. Literary magazines such as "Creation" (1919) and "Overseas Literature" (1927) were also published by students.

After liberation, this became a scholarship organization for Korean children in Japan, transcending the differences between North and South Korea, run by Koreans in Japan. Starting with a social gathering established by students studying at Keio University in May 1895, various organizations were born, such as the Student Association in 1912, and journals such as Gaku no Hikari were published. The February 8th Independence Declaration issued by students in Tokyo in 1919 became the precursor to the March 1st Independence Movement in Korea, and became an anti-Japanese, national salvation movement.
