[Ancient times]
Before the establishment of the Ritsuryo system, it was part of the area called Koshi, and from the implementation of the kokuhyo system at the end of the 7th century through the Nara period and into the early Heian period it belonged to Echizen Province, but in 823 (Kōnin 14), at the suggestion of Echizen no Kami Kinosuenari, the two counties of Enuma and Kaga in the northern half of Echizen Province were separated to create a new province. This was the last independent province to be established under the Ritsuryo system.
