Ocean development can be considered to include all new human activities aimed at making effective use of the vast oceans that make up about 70% of the Earth's surface. Specifically, this includes the development and utilization of marine biological resources, seabed resources, seawater resources, marine energy, and marine space, and conservation of the marine environment is also an important issue. Furthermore, there are marine surveys that are of great social and economic significance, such as surveys of the ocean or seabed to understand the actual behavior of seawater and, taking into account its interaction with the atmosphere, to clarify its impact on weather or climate change, or to contribute to elucidating undersea earthquakes by investigating undersea crustal activity.
