Ecuadorian politician. Born into a distinguished family in Guayaquil, he allied with Quito's upper class, especially the clergy and large landowners, and came into fierce conflict with the city's liberal faction. After serving as mayor of Quito, he became president in 1861, and achieved reconciliation with the exiled Jesuits and entrusted primary education to the church. After being re-elected in 1869, he promulgated a conservative constitution, and as his government gradually became more dictatorial, anti-Moreno movements grew, and he was assassinated by his opponents. He was passionate about building railways, and is regarded as both a dictator and a patriot.

エクアドルの政治家。グアヤキルの名門の家に生まれたが,キトの上流階級,特に聖職者・大土地所有者と結びグアヤキルの自由主義派と激しく対立した。キト市長を経て1861年に大統領になり,追放されたイエズス会との和解および初等教育の教会委託を遂行。69年に再選されると保守的憲法を公布し,次第に独裁色を強めたため反モレノ運動が高まり,反対派に暗殺された。鉄道建設に情熱を注ぎ,独裁者と愛国者の両面の評価を受けている。
