1821‐75 Ecuadorian politician. Born into a distinguished family in Guayaquil, he allied with Quito's upper class, especially the clergy and large landowners, and came into fierce conflict with the city's liberal faction. After serving as mayor of Quito, he became president in 1861, and achieved reconciliation with the exiled Jesuits and entrusted primary education to the church. After being re-elected in 1869, he promulgated a conservative constitution, and as his government gradually became more dictatorial, anti-Moreno movements grew, and he was assassinated by his opponents.
