In order to separate the functions of investigating the causes of marine accidents and imposing disciplinary measures and to strengthen the function of investigating the causes, the Japan Transport Safety Board and the Marine Accident Tribunal were established by amendments to the Ministry of Land, Infrastructure, Transport and Tourism Establishment Act in 2008, with the Japan Transport Safety Board taking on the function of investigating the causes and the Marine Accident Tribunal taking on the function of disciplinary measures.
