Marine Accident Tribunal

It was a national administrative agency established as an external bureau of the Ministry of Land, Infrastructure, Transport and Tourism, and its mission was to prevent accidents from occurring by investigating the causes of accidents at sea and imposing disciplinary measures. In order to separate the functions of investigating the causes of marine accidents and imposing disciplinary measures and to strengthen the function of investigating the causes, the Japan Transport Safety Board and the Marine Accident Tribunal were established by amendments to the Ministry of Land, Infrastructure, Transport and Tourism Establishment Act in 2008, with the Japan Transport Safety Board taking on the function of investigating the causes and the Marine Accident Tribunal taking on the function of disciplinary measures.

国土交通省の外局として置かれていた国の行政機関であり、海難審判を行うことによって海難の原因究明および懲戒とともに、その発生の防止を任務とするものであった。船舶事故に関する原因究明機能と懲戒機能とを分離し、原因究明機能を強化するために、2008年（平成20）の国土交通省設置法等の改正によって運輸安全委員会および海難審判所が設置され、原因究明機能を運輸安全委員会が、懲戒機能を海難審判所が担うこととなった。
