The Ansei opening of the ports led to a rapid inflow of Mexican dollars into Japan and an influx of gold coins out of Japan, which led to great confusion in the monetary system. In order to calm the confusion and establish an economic foundation, the new Meiji government announced the issuance of Dajokan notes (gold notes) in 1868, followed by Ministry of Civil Affairs notes in 1869, Ministry of Finance convertible notes in 1871, new banknotes in 1872, Colonization Agency convertible notes, and revised banknotes in 1881. For the time being, the old system of the Edo period was followed for coins, but after 1869, various considerations were given to changing from the base-4 system to a decimal system, adopting a silver or gold standard, etc., and as a result, the gold standard was adopted by the New Currency Act of 1871.

　安政の開港により，日本へのメキシコ･ドルの流入と日本からの金貨の流出が激化し，貨幣制度は大混乱に陥った。明治新政府は，この混乱を静め，その経済基盤を確立するために，1868年太政官札(金札)の発行を布告したのを手はじめに，69年，民部省札，71年，大蔵省兌換証券，72年，新紙幣，開拓使兌換証券，81年，改造紙幣等々の紙幣を発行した。硬貨に関しては，当面，江戸時代の旧制によるとされたが，1869年以降，従来の四進法から十進法への変更，銀本位制ないしは金本位制の採用等々が種々検討された結果，71年の新貨条例により，金単本位制が採用されることとなった。…
