...Overseas study at the end of the Edo period was based on the tradition of domestic travel for study and training for both literati and martial artists during the Edo period, and the new purpose was to absorb Western military technology and understand overseas situations (``exploring foreign affairs''). In the Meiji period, the new government aimed to introduce Western civilization on a large scale in order to modernize the country and enrich and strengthen its military, and placed importance on sending foreigners abroad to study as well as inviting and employing foreigners on the government's payroll. In 1870 (Meiji 3), the ``Overseas Study Regulations'' were enacted, and in 1872, one-third of the provisions of the ``Education System'' were devoted to studying abroad.
