An American proposal in the final stages of Japan-U.S. negotiations. It was presented by Secretary of State C. Hull on November 26, 1941, as a response to the draft Negotiation Outline B submitted by the Japanese side on November 20. The main points included the four principles of non-violation of the territory and sovereignty of all nations, non-interference in internal affairs, equal opportunity in commerce, and peaceful settlement of international disputes, as well as the conclusion of a multilateral non-aggression pact between Japan, the United States, Great Britain, China, the Netherlands, Thailand, and the Soviet Union, the complete withdrawal of Japanese troops and police forces from China and Indochina, the rejection of any government or administration other than the Nationalist Government of the Republic of China in Chongqing, and the rejection of the Tripartite Pact between Japan, Germany, and Italy. 日米交渉の最終段階におけるアメリカ側の提案。1941年11月20日日本側が提出した対米交渉要領乙案にたいする回答として,11月26日にC.ハル国務長官が提示した。おもな内容は,いっさいの国家の領土と主権の不可侵,内政不干渉,通商上の機会の平等,国際紛争の平和的解決の4原則のほか,日本,アメリカ,イギリス,中国,オランダ,タイ,ソビエトの間の多辺的不可侵条約の締結,中国とインドシナからの日本の軍隊と警察力の全面撤退,重慶にある中華民国国民政府以外の政府もしくは政権の否認,日独伊三国同盟の否認などであった。
