A city in eastern Hokkaido facing the Pacific Ocean. It was incorporated as a city in 1922. It is the location of the Kushiro Comprehensive Development Bureau. The city is connected to the Nemuro Main Line, the Senmo Main Line, and the Doto Expressway, and is home to Kushiro Airport. It started as a base for salmon and trout drift net and bottom trawl fishing, but after World War II, it developed into a major base for North Pacific fishing with the influx of large capital from Taiyo Fisheries, Nippon Suisan, and Nichiru Fisheries. It has a large catch of pacific saury, flounder, and Atka mackerel, and the salmon, trout, and crab canning industry is also thriving. Thanks to its favorable location, large factories for pulp, paper, lumber, woodworking, chemical fertilizers, and dairy products have also set up in the city. The Kushiro coalfield is located in the eastern part of the city, and as of 2013, the only Pacific coal mine in Japan is in operation, operated by Kushiro Coal Mine. The vast marshland has been designated as the Kushiro Marsh National Park, and Lake Harutori is famous as a habitat for the Hibuna crucian carp (a natural monument).
