For this reason, employers implement in-house welfare measures for employees and provide personal consideration. This policy originated with enlightened factory owners such as Robert Owen, but it was not until monopoly capitalism was established that it was systematically implemented. During this period, labor organizations rapidly developed and their rebellion increased, and large corporations were able to implement various welfare measures by obtaining monopoly profits. In Japan, after World War I, the relationship between employers and employees was likened to that between parents and children, and this type of labor management policy became widespread.
