This research institute for modern music and music education was established within the Ministry of Education in 1879 (Meiji 12). When Izawa Shuji went to the United States to study in 1875, he had difficulty learning Western music, so in 1878 he and the director of the students, Megata Tanetaro (1853-1926), proposed the establishment of the institute to the government, which was realized the following year in 1879. In April 1880, L. W. Mason was invited from the United States, and the institute began comparative research of domestic and foreign music, improving popular music, blending gagaku and Japanese music with Western music, and establishing "national music." It also began to explore new fields, such as publishing "Collection of Elementary School Songs" and working to train music trainees. In January 1882, it held a large concert to report on the results of the Music Investigation, and in 1884 it reported "A Summary of the Results of the Music Investigation." As the organization became more established, it was renamed the Music Investigation Office in February 1885. In 1886, Izawa and others submitted a proposal to Minister of Education Mori for the establishment of a music school, and in October of the following year, 1887, the National Tokyo Music School was opened.

1879年（明治12）、文部省内に設けられた近代音楽と音楽教育の調査研究機関。1875年に留学渡米した伊沢修二が西洋音楽の習得に苦心したところから、留学生監督目賀田種太郎(めがたたねたろう)（1853―1926）と連名で1878年に政府に開設を建策、翌1879年実現をみた。1880年4月、アメリカからL・W・メーソンを招き、内外音楽の比較研究をはじめ、俗曲の改良、雅楽や邦楽と洋楽との折衷、「国楽」の確立を図るとともに、『小学唱歌集』の出版や音楽伝習生の養成に努めるなど、新領域の開拓に乗り出した。1882年1月には音楽取調成績報告大演奏会を開き、1884年には「音楽取調成績申報要略」を報告、組織の充実に伴って1885年2月には音楽取調所と改称した。1886年伊沢らは音楽学校設立の建議を森文部大臣に提出、翌1887年10月、官立東京音楽学校の開設をみるに至った。
