Olympic Competitor

…The city designated as an Olympic City will, in consultation with its NOC, establish an Olympic Organizing Committee (OGOC) to organize and manage the Games on behalf of the IOC.
[Eligibility to participate]
The IOC calls athletes who participate in the Olympic Games and Winter Games "Olympic competitors." The IOC Charter states that the qualifications for Olympic athletes are (1) to faithfully comply with the rules of the IOC and the IFs, and (2) to have never received financial compensation for participating in sports without the approval of the NOC and NFs, in accordance with the rules of the IFs. However, the details of when an athlete is allowed to receive money are left entirely to the rules of the IFs.
