Born in 1832. A samurai of the Okayama Domain in Bizen. He participated in the anti-foreign movement with Fujimoto Tesseki and others. In 1868, he assassinated Matsuyama Ikunosuke of the Shinsengumi and was imprisoned. After the Meiji Restoration, he became a judge in the Ministry of Justice and worked to revise the Prison Law. He later served as Deputy Director of the Prison Bureau of the Ministry of Home Affairs, a member of the House of Councillors, and a member of the House of Peers. He died on May 28, 1892. He was 67 years old. His childhood name was Sumitaro. His pen name was Beika. His given name can also be read as Shigeya.
