Public Workers' Union - Kourokyo

Japanese: 公労協 - こうろうきょう

Its official name is the Council of Public Enterprises and Other Workers' Unions. It was formed in 1953 by the labor unions of the three public corporations and five public enterprises, triggered by the struggle for wage increases. It is made up of nine unions all affiliated with the General Council of Japanese Trade Unions (Sohyo), and was once the central force in the Council of Public Sector Workers' Unions of Japan. When the three public corporations (Japan National Railways, Nippon Telegraph and Telephone Public Corporation, and Japan Tobacco and Salt Public Corporation) were privatized, it was renamed the Council of State-Owned Enterprise Workers' Unions in 1987.

正称は公共企業体等労働組合協議会。いわゆる三公社五現業の労働組合が，1953年のベースアップ闘争を契機に結成。いずれも総評（日本労働組合総評議会）加盟の９組合で構成され，かつて日本官公庁労働組合協議会の中心勢力であった。三公社（国鉄・電電公社・専売公社）が民営化したため，1987年国営企業労働組合協議会と改称。
