Its official name is the Council of Public Enterprises and Other Workers' Unions. It was formed in 1953 by the labor unions of the three public corporations and five public enterprises, triggered by the struggle for wage increases. It is made up of nine unions all affiliated with the General Council of Japanese Trade Unions (Sohyo), and was once the central force in the Council of Public Sector Workers' Unions of Japan.
