...According to the Engishiki, the province had 13 districts under its jurisdiction: Sumiyoshi, Baekje, Higashinari (later Higashinari), Nishinari, Shimagami, Shimashita, Teshima, Kawabe, Muko, Uhara, Yatabe, Arima, and Nose. Of these, Nose district was separated from Kawabe district in 713 (Wado 6). Yatabe district was also called Otomo district in the 8th century. The Ritsusho Zanpen (compiled between 721 and 737) lists the districts of Settsu Province as 12 districts, but this is thought to be because Baekje district was established after 734 (Tenpyo 6).
