In Hitachi Province, the manor and public land system also clearly emerged in the 12th century. In the north, the three districts of Taka, Kuji, and Naka under the ritsuryo system were divided into seven districts: Taka, Kuji East, Kuji West, Sato East, Sato West, Naka East, and Naka West, collectively known as the "Seven Oku Districts." The northern five of the seven districts are thought to have been under the control of the Satake clan.
