…Originally, Hitokotonushi was the god of Mount Katsuragi, and was in charge of hunting and provided water for farming, and was the object of traditional worship by the mountain people. The head of these mountain people was probably the Enokimi clan of Kamo. However, with the establishment of royal authority, the mountain people became the “Etachi people” and engaged in hard labor such as building palaces, and Hitokotonushi’s fellow deities, Kotoshironushi-no-kami and Takakamo no Ajisuki Takahikone-no-kami, were considered to be incarnations of Okuninushi-no-kami and the “near guardian deities” of the Emperor (Izumo no Kuni no Miyatsuko Shinga Kotoba). As a result, Hitokotonushi was also elevated to the status of a god of oracles who protects the imperial court. …
