...The prevailing view is that the early examples were measures such as prohibiting tying up dogs and cats at the Shogun's residence in July 1685 (Jokyo 2), prohibiting the stretching of horses in September, and stopping the use of fish and shellfish in the Shogun's kitchen in November, and that the policy was particularly strengthened after the strict prohibition of abandoning children, sick people, and horses and cattle in January 1687. There has long been a view that the strengthening of the policy of compassion for living creatures from 1680 (Enpo 8), when Tsunayoshi became Shogun, to this period, was a decadent political act based on the personal tastes of Tsunayoshi, his birth mother Keishoin, and his favorite monk Ryuko, and this impression was strengthened by the abnormality of the dog protection order, which led to the creation of a dog hair register, the establishment of a dog kennel in Nakano, Edo in 1695 (Genroku 8), and the records of resentment against it. However, even before the dog protection edict, an edict banning abandoned horses was issued in private territories around the country, along with severe punitive clauses. This had a major impact on rural areas, including the need to investigate stray horses.
