…The staff of the deck, engine, and radio departments, along with the captain, require a seaman's license, and are called ship's officers under the Ship's Officers Act. However, in order to strengthen the international competitiveness of maritime shipping and modernize the seafarers' system, the vertical structure that was divided into the deck and engine departments has been revised, and a system in which the scope of work covers both departments (operator system) has been introduced on modernized ships, causing a major change in the traditional division of duties and the composition of the seafarers. In merchant ships, the staff of the captain, deck, and engine departments are mainly graduates of maritime universities and maritime technical colleges, and ordinary seafarers are mainly graduates of maritime schools, but ordinary seafarers can become officers by obtaining a seaman's license. …
