A conference held every few years for representatives of the British Empire, including the home country and dominions. With the advance of imperialism in the late 19th century, Britain faced the challenge of strengthening economic and military unity within the empire. Its predecessor was the First Colonial Conference, held by the British government in 1887 when representatives of the colonies gathered in London to celebrate Queen Victoria's 50th anniversary on the throne. The principle that resolutions were not legally binding was established here, with the aim of promoting mutual understanding through free discussion. From the second conference (1897, 1902, July), the conference was composed only of dominions, excluding crown colonies and protectorates.
