Demands were made mainly by Korean residents of Japan that foreign residents be granted the right to vote and to be elected in local governments, and three lawsuits were filed in Fukui and Osaka. Article 93 of the Japanese Constitution grants "residents" the right to vote in local governments, and the argument for this right is that foreigners with permanent residency are "residents" even if they do not meet the nationality requirement for national elections. The first ruling was handed down by the Osaka District Court on June 30, 1993, dismissing the lawsuit, stating that "residentship of Japanese nationality is a prerequisite."
