…In World War I, the German occupation allowed the formation of Latvian rifle corps, which were active. In 1917, the Russian Revolution spread to the region, and the German, Allied, and Bolshevik armies were involved in a power struggle between the red Latvians and nationalist Latvians. On November 18, 1918, the government of Kārlis Ulmanis (1877-1942), which had declared independence, signed a peace treaty with Soviet Russia in 1920 and set out as the Republic of Latvia. After independence, Latvia sought to eliminate German influence, such as through land reforms that redistributed land from Baltic German landowners to Latvian farmers, and implemented policies with a strong ethnic color. …
