...With the development of the local administrative system in the second half of the 7th century, the Hyō system was implemented nationwide as an administrative unit under Kuni, and villages consisting of 50 households were placed under Hyō, and the local system of Kuni Hyō-ri was established at the end of the 7th century. It is said that the Taihō Code enacted in 701 (Taihō 1) changed the local system to Kuni Gun-ri and Hyō to Gun, but the name of Eki Hyō can be seen on a wooden tablet unearthed at the Iba site in Shizuoka Prefecture, and it is known that the predecessor of the 'Umaya' (station house) under the Ritsuryo system was also called Hyō. …評制は，7世紀後半の地方行政制度の整備にともない，国の下の行政単位として全国的に施行され，また評の下には50戸からなる里が置かれ，7世紀末には国評里の地方制度が整った。701年(大宝1)制定の大宝令によって，地方制度は国郡里と改められ，評は郡に変わったとされているが，静岡県伊場遺跡出土の木簡には駅評の名が見え，令制下の駅家（うまや）の前身も評と呼ばれたらしいことが知られる。評はまた郡とは異なって軍事的性格を有していたといわれ，単に国郡制の郡に先行する行政単位というだけでは言い尽くせない性格を有していたようである。…
