A military commander in the Azuchi-Momoyama period. Commonly known as Sakunai. Totomi no Kami. Former vassal of the Saito clan of Mino Province (Gifu Prefecture). After being a ronin, he served Hashiba (Toyotomi) Hideyoshi when he was the lord of Nagahama Castle in Omi. Due to his achievements, he served as the lord of castles in Harima, Tanba, Omi, and other areas, and also served as the deputy governor of the Treasury land. For placing stipends in the Treasury land without permission, Hideyoshi temporarily displeased him and entrusted him to Hashiba (Toyotomi) Hidenaga, but after his pardon, he was appointed as Junior Fifth Rank and Totomi no Kami. After the Siege of Odawara, he was made the lord of Kofu Castle in Kai with a fief of 240,000 koku. Hideyoshi's documents state, "For Sakunai's sake, Hideyoshi need not mention matters concerning Japan, and he is prepared to be ordered to China as well." He was so trusted that he crossed the sea to dispatch troops to Korea in 1592, but died of an illness at Nishioura on his way back home. There is also a theory that he was poisoned.

安土桃山時代の武将。通称は作内。遠江守。美濃国(岐阜県)斎藤氏の旧臣。浪人ののち近江長浜城主時代の羽柴(豊臣)秀吉に仕えた。功により播磨・丹波・近江などの城主を歴任,蔵入領の代官をも務めた。蔵入地に無断で給人を置いたりしたため,一時秀吉の勘気を受け羽柴(豊臣)秀長に預けられたが,赦免後従五位下,遠江守に叙任。小田原攻めののち,甲斐甲府城主24万石。秀吉文書に「作内ためには,秀吉日本国の事は申すに及ばず,唐国迄仰せ付られ候心に候か」とあるほど信頼されていた。文禄1(1592)年の朝鮮出兵で渡海したが,帰国の途中西生浦で病死。毒殺説もある。
