...The Hokkaido Ainu Association, established in 1986 (predecessor of the Hokkaido Ainu Association, established in 1930), unanimously adopted the "Draft Law Concerning the Ainu People" (abbreviated as the "New Ainu Law"), which called for the immediate repeal of the law and for "the recognition of the existence of the Ainu people with their own culture in Japan, the respect for their ethnic pride under the Japanese Constitution, and the guarantee of their ethnic rights." Based on this adoption, the association submitted a petition to the Governor of Hokkaido and the Speaker of the Hokkaido Assembly in July of the same year, requesting the repeal of the Hokkaido Former Aborigines Protection Law and the establishment of a new law, and the Governor of Hokkaido (Takahiro Yokomichi) immediately established the "Utari Issues Discussion Group," a private advisory body to the Governor. The "Forum" subsequently examined indigenous policies in the United States, Australia, and New Zealand, and in March 1988 submitted a report to the Governor of Hokkaido, in which it recommended the abolition of the current "Hokkaido Former Aborigines Protection Law" and the "Asahikawa City Former Aborigines Protection Land Disposal Law," and the enactment of a "New Ainu Law" (tentative name) including (1) a declaration to respect the rights of the Ainu people, (2) strengthening human rights protection activities, (3) promoting Ainu culture, (4) establishing an independence fund, and (5) establishing a new deliberative body (however, it rejected the "suffrage" request by the Hokkaido Utari Association, which would provide "special seats for the Ainu people in national and local assemblies," as this would violate the Constitution of Japan). It is noteworthy that the basis for enacting a new law with such content was based on the "indigenous rights" of the Ainu people.
