…During the Heian period, imperial envoys were appointed by courtiers of the fifth rank, accompanied by urabe (divine oracles) of the Jingikan (shrines office). The envoy sent to report the enthronement of the emperor was always a fifth-rank member of the Wake clan, called the Usa Wake envoy. This was named after the achievement of the ancestor Wake no Kiyomaro, who received a divine oracle from Usa Hachiman as an envoy during the Dokyo Incident. The first example of this was in 833 (Tencho 10), when Wake no Masatsuna (son of Kiyomaro), a fourth-rank lower-ranked envoy, was sent to report the enthronement of Emperor Ninmyo. …平安時代に勅使は五位の殿上人が充てられ，神祇官の卜部（うらべ）らが従った。天皇即位の奉告の使は，宇佐和気使と称して必ず和気（わけ）氏の五位の者が遣わされる例であり，これは先祖の和気清麻呂が道鏡の事件のとき，使として宇佐八幡の神託をうけた功績にちなんだもので，833年(天長10)に仁明天皇の即位奉告のため従四位下和気真綱(清麻呂の子)が遣わされたのが初例のようである。勅使発遣の儀式については《江家次第》等に詳しい。…
