…When Emperor Ninmyo ascended to the throne in 833 (Tencho 10), Wake no Kiyomaro's son, Masatsuna, presented the throne as an imperial envoy, and thereafter the Wake clan became the imperial envoys who offered offerings at the time of the enthronement. These were called Usa Wake envoys. The role of the Usa envoys, who offered offerings, was discontinued during the Nanboku-cho period, but was revived in 1744 (Enkyo 1). …

…During the Heian period, imperial envoys were appointed by courtiers of the fifth rank, accompanied by urabe (divine oracles) of the Jingikan (shrines office). The envoy sent to report the enthronement of the emperor was always a fifth-rank member of the Wake clan, called the Usa Wake envoy. This was named after the achievement of the ancestor Wake no Kiyomaro, who received a divine oracle from Usa Hachiman as an envoy during the Dokyo Incident. The first example of this was in 833 (Tencho 10), when Wake no Masatsuna (son of Kiyomaro), a fourth-rank lower-ranked envoy, was sent to report the enthronement of Emperor Ninmyo. The ceremony for sending imperial envoys is detailed in the Goke Shidai (Emperor's Diary) and other sources. …
