He was a high-ranking bureaucrat and engineer, specializing in architecture and civil engineering. Under Emperor Wen, he led the urban planning of the new capital Daxing (the predecessor of Chang'an in the Tang Dynasty), and was in charge of the excavation of the Guangji Canal connecting the Wei River and the Yellow River, and the construction of the Renshou Palace. Under Emperor Yang, he led the construction of the Eastern Capital (the predecessor of Luoyang in the Tang Dynasty), and was promoted from Master of Generals to Minister of Works. He was also responsible for repairing the Great Wall, building the floating bridges for the invasion of Goguryeo, establishing the palanquin uniform, and designing the water clock.
