A document issued during the distribution of trade goods, which plays the role of a waybill, delivery details, invoice, etc. In particular, it refers to a tax slip that specifies the tax rate and amount for each individual item. The introduction of invoices in the latter sense is expected to prevent fraud by businesses and reduce "tax on consumption" that remains unpaid. On December 3, 2015, the ruling party tax system council consisting of the Liberal Democratic Party and Komeito Party agreed to introduce invoices as an accounting method in April 2021 in conjunction with the introduction of the reduced tax rate in April 2017. Between April 2017 and the introduction of invoices, a simple method of simply marking items eligible for the reduction on the current documents will be permitted.

貿易商品の流通過程で発行する書類で、送り状・納品明細書・請求書などの役割を果たすもののこと。特に、個別の品目ごとに税率・税額を明記する税額票のこと。後者の意味のインボイスを導入することによって、事業者による不正の防止や消費税が支払われずに残る「益税」を減らす効果が期待できる。2015年12月3日、自民、公明両党による与党税制協議会が、17年4月の軽減税率導入に伴う経理方式としてのインボイスの導入時期を21年4月とすることで合意した。17年4月からインボイス導入までの期間は、現行の書面で軽減対象品目に目印を付けるだけの簡易な方法が認められる。
