Ingles, J.

…the highest educational institution of the navy, teaching naval officers mainly advanced military science. The former Naval War College of Japan was founded in August of the following year at the site of the former Naval Academy in Tsukiji, Tokyo, based on a proposal by British naval captain John Ingles, who was invited by Navy Minister Saigo Tsugumichi in 1887. The first principal was Rear Admiral Yoshika Inoue.
