School Accident - gakkojiko

Japanese: 学校事故 - がっこうじこ

It generally refers to accidents involving children, students, and infants that occur within the area managed by a school. Although it is customarily referred to as a "school accident," this is not a legal term. Fires and floods at school facilities are "school disasters," while accidents involving teaching staff are "service-related accidents," as stipulated in laws and ordinances. School accidents began to increase dramatically in the 1960s, with the number of cases covered by the School Safety Association alone reaching 1.25 million in fiscal 1981. The contradiction of a high occurrence of child accidents in schools, where the lives and physical safety of children should be protected, has raised questions about the school environment, management, and guidance, the state of educational conditions established by school founders and the government, and relief measures.

一般に学校管理下の範囲において発生した児童，生徒および幼児の災害事故を指す。〈学校事故〉と慣習的に呼称されるが，法令上の用語ではない。学校施設の火災，水害などは〈学校災害〉，教職員にかかわる事故は〈公務災害〉としておのおの法令，条例の規定がある。学校事故は1960年代から激増しはじめ，81年度学校安全会の給付件数だけで125万件に及ぶ。子どもの生命，身体の安全を保護すべき学校で，子どもの事故が多発するという矛盾から，学校の環境･管理･指導，学校設置者や国の教育条件整備のあり方，救済措置が問われている。
