Land that surrounds land that is surrounded by other people's land and has no access to a public road (a cul-de-sac). The owner of the cul-de-sac can pass through the surrounding land to get to the public road. Note that with the modernization of the Civil Code, which was promulgated in December 2004 (and went into effect in April 2005), the term "enclosed land" is no longer used (Civil Code Article 210).
