Furthermore, in 1572, in his "Seventeen Articles of Dissent," Nobunaga severely criticized Yoshiaki for breaking the agreement, and stated that even low-ranking peasants were secretly speaking ill of the Shogun. When Nobunaga entered Kyoto, he is said to have refused Yoshiaki's request to become Vice Shogun, and requested that deputies be appointed in Sakai, Otsu, and Kusatsu.
