Apart from shipbuilding, the only notable achievements were the self-sufficiency of the rolling stock industry, centered on the production of passenger and freight cars as a result of the development of railways, the success of Shibaura Works, under the control of Mitsui, in the production of large machinery such as generators and boilers, and the complete production of lathes by Ikegai Iron Works, the almost only manufacturer specializing in machine tools, but factory production in the machinery industry remained low.
