However, all of these parties were very pragmatic, consisting of loosely combined groups with strong regional and personal characteristics, rather than parties based on long-term programs or ideologies. In other words, influential politicians in various regions used campaign agents called cabo eleitorals to gather votes in exchange for public offices, public works contracts, and other rewards, and in the process formed personal boss-subordinate relationships called igrejinhas.
