...The first modern Japanese scholarship system was the "Kusinsei" system, which was established in 1870 (Meiji 3) by university regulations, in which students with excellent academics and behavior were selected and sent to Daigaku Nanko at the expense of each feudal domain. The system was abolished in 1871, but the former domains subsequently organized their own scholarship associations, and the Ikuei-sha, established in 1878 by the Maeda family, the former lords of Kaga Domain, is famous as a pioneering example.
