An action plan for the integration of the European market announced by the EC Commission in June 1985. It consists of three parts: (1) the elimination of physical barriers, (2) the elimination of technical barriers, and (3) the elimination of financial barriers. It specifies specific directives and time schedules for 305 items (later reorganized into 282 items) related to measures necessary for market integration. This directive was discussed and examined by the Council of Ministers and the European Parliament, and was made legal by amending the domestic laws of member states.
