This is a collection of legislative materials, "Kujikata Osadamegaki" and "Osadamegaki ni tsukoru Reisho", in two volumes with one appendix. "Kujikata Osadamegaki" was established in 1742 (Kanpo 2) with the active involvement of the eighth shogun, Tokugawa Yoshimune, but it was compiled to prevent the records of the legislation from being scattered and to store and refer to them. The proposal of the Hyojosho officials was taken up by the three magistrates (temples and shrines, accounting, and town magistrates), who presided over the compilation under the guidance of the senior councilor Matsudaira Takemoto, and it was completed in 1767 (Meiwa 4). It was actually used by the Hyojosho as a standard for the interpretation and application of "Kujikata Osadamegaki", and was a top-secret document that was not shown to anyone other than the three magistrates and the Hyojosho's retainers, and not even one article was allowed to be omitted. Even today, it remains an important historical source for research into the "Kujikata Osadamegaki," and the "Tokugawa Kinrei Ko" (Thoughts on Tokugawa Prohibitions), published by the Ministry of Justice in 1895 (Meiji 28), is a compilation of the entire "Kajo Ruiten" with additional related historical materials.
