The Latin American Free Trade Association (LAFTA) was formed by the Andean developing countries (Bolivia, Ecuador) and the small market countries (Chile, Colombia, Peru, Venezuela) based on the Bogota Declaration of August 1966. It is a subregional common market within the Latin American Free Trade Association (LAFTA). It was established by the Cartagena Agreement on Andean Regional Integration, which came into force in October 1969 (Venezuela joined in December 1973). The countries formed a customs union and worked to implement an intra-regional industrial complementation agreement and a common foreign investment policy, but political upheaval in member countries and economic difficulties following the oil crisis caused their unity to be disrupted, and in October 1976 Chile withdrew due to differences of opinion regarding common foreign investment restrictions. Activities stagnated due to the worsening of the countries' accumulated debt problems, but in May 1989 the leaders of the member countries adopted the New Cartagena Declaration, confirming the original objectives, and intra-regional tariffs were abolished in 1992.
