Anti-dumping systems have been implemented in various forms in various countries for a long time. However, because the abuse of anti-dumping systems is an impediment to free trade, GATT has now established the Anti-Dumping Code, and member countries have established systems based on it. Article 6 of GATT defines dumping as a situation in which the price of a product exported from one country to another (the so-called export price) is lower than the comparable price (domestic selling price) in the normal course of trade for the like product intended for consumption in the exporting country. …
