...The Imperial Court dispatched messengers to hold the festival, and the Engishiki stipulated that it should be held on the 4th of both April and July. The Tatsuta Wind God Festival Prayer in the same book also states that Amenomihashira-no-Mikoto and Kuni-no-Mikoto were worshiped in the field of Tatsuta, and offerings were made to the god of Tatsuta, and prayers were made to protect the rice grown by the people of the country from bad winds and rough waters. The first appearance of this festival was in the April entry of the 4th year of Tenmu (675) in the Nihon Shoki, which states that officials were sent to worship the wind god in Tatsuta's Tatsuno and the oikigami in Hirose's Kawai, along with the Oimi Festival held at Hirose Shrine (now Kawai-cho, Kitakatsuragi-gun, Nara Prefecture). From then on, records of the festival being held every April and July until the end of the Nihon Shoki can be found.

…朝廷より使いを差遣して祭りを行わせるもので,《延喜式》では4月,7月とも4日に行うと規定した。また同書に載せる〈竜田風神祭祝詞〉によれば,竜田の小野に天御柱(あめのみはしら)命,国御柱命をまつったことを述べ,竜田の神に幣帛をたてまつって,天下公民のつくる稲が悪風,荒水にあわぬよう祈っている。この祭りの初見は,広瀬神社(現,奈良県北葛城郡河合町)で行われる大忌祭(おおいみのまつり)とともに《日本書紀》天武4年(675)4月条に官人を遣わして,風神を竜田の立野に,大忌神を広瀬の河合にまつらしむとあるのがそれで,以後《日本書紀》の巻末まで毎年4月,7月に祭りを行った記録がみえる。…
