Born December 17, 1880. Joined the Ministry of Home Affairs and served as Cabinet Secretary and other positions. Became Director General of the Decorations Bureau in 1927. In 1928, he was charged with bribery and found guilty in the "Medal of Honor Scandal" scandal, in which he received reward money in return for awards to business leaders. Died January 8, 1957.
