[The birth of a new empire]
The most important factor in Mesopotamian history in the early 1st millennium BCE was the constant threat of the semi-nomadic Aramaeans. Under Assyria's king Assur-dan II (ruled 934-912 BCE), Assyria succeeded in subduing the Aramaeans and mountain tribes, and resumed its conquests under his successor Adad-nirari II (ruled 911-891 BCE), who also wrote detailed accounts of agricultural reforms in addition to warfare.
