In the summer of 1919, a printers' strike broke out at 16 daily newspapers in Tokyo. This was the first newspaper strike in the history of Japanese newspapers, and Kakushinkai was the name of the labor union that was the main force behind the strike. That year also saw the first real rise in labor union activity amid the abnormal price hikes that followed World War I, and on June 17th, the newspaper industry also saw the formation of the first newspaper labor union in history, the Newspaper Printers' Union Kakushinkai, organized by printers from 16 daily newspapers in Tokyo. Its chairman was Yokoyama Katsutaro (a member of the Constitutional Party), and its advisor was Kato Kanju. In late July, printers at the Tokyo Nichi Nichi Shimbun, a member of the Kakushinkai, demanded a large increase in the minimum wage and a two-shift eight-hour workday system from the company, which prompted printers at other newspapers, including the Yorozuchoho, the Yomiuri Shimbun, and the Jiji Shimpo, to submit similar demands one after another.

1919年夏，東京の日刊新聞16社で起こった印刷工の争議。日本新聞史上最初の新聞争議で，革進会は争議の主体となった労働組合の名称。この年は第1次世界大戦後の異常な物価騰貴が続く中で労働組合運動が初めて本格的な高揚を見せたが，新聞界でも6月17日東京の日刊新聞16社の印刷工で組織した史上初の新聞労働組合〈新聞印刷工組合革進会〉が誕生。会長横山勝太郎(憲政会代議士)，顧問加藤勘十。7月下旬革進会加盟の《東京日日新聞》印刷工が最低賃金大幅引上げ，8時間労働2部制などを会社側に要求したのをきっかけに，《万朝報》《読売新聞》《時事新報》など各社印刷工も相次いで同様の要求を提出。
