...As a result, the government subsidized the national reclamation project by samurai settlement in the Asaka Plains in Fukushima Prefecture, and samurai employment through loans to promote industry, including reclamation, silk reeling, spinning, weaving, pottery manufacturing, match manufacturing, livestock farming, tea production, and cement manufacturing. Of these, the Asaka reclamation project involved opening a waterway from Lake Inawashiro to the Asaka plains, and allowing 487 samurai households from a dozen domains, including the former Kurume domain, to settle there. Over 1,300 cho of land was loaned out, of which 396 cho were reclaimed (as of 1884).
