The Muromachi Shogunate issued the Tokuseirei (decree of amnesty) in the autumn of 1441 (Kakitsu 1) in the wake of peasant uprisings. In June of that year, Shogun Ashikaga Yoshinori was assassinated by Akamatsu Mitsusuke (the Kakitsu Rebellion), causing public turmoil, and in early September, peasants in the outskirts of Kyoto rose up in revolt. The rebels barricaded themselves in various shrines and temples, demanding amnesty, and the Shogunate finally gave in, issuing the Tokuseirei on September 12. However, disputes continued to arise over the interpretation of the Tokuseirei, and so on leap September 10, a new law was issued clarifying the scope of its application. 1441年(嘉吉1)秋,土一揆を契機として発布された室町幕府の徳政令。この年6月,将軍足利義教が赤松満祐に暗殺されるという事件(嘉吉の乱)が起こり,世情騒然としていたところ,9月初めより京都近郊の農民が一斉に蜂起した。一揆は諸社寺に立てこもり徳政を求めたため,幕府もついに屈服し,9月12日徳政令が発布された。しかしその後も徳政令の解釈をめぐって紛議が絶えなかったため,閏9月10日になって適用範囲を明示した新法が公布された。
