…In 876 (18th year of the Jōgan era), at the request of Ariwara no Yukihira, the Dazai Gonsoushi, the two districts of Hira (Hirado Island) in Matsuura County and Jiga Island were divided into two districts, called Kamikon District and Shimokon District, and collectively formed Jiga Island. A new Shimaji District was established, and the island became an administrative district on par with Iki and Tsushima, but it was soon abolished and became the original Hizen Province. The island was a key transportation point, with ports such as Aikoda no Tomari and Kawaraura, and ships from Japanese envoys to the Tang Dynasty also stopped there. There were also three beacons, and the island's Shiramizu-ro (fishermen) had many horses and cattle, looked like the Hayato people, and were said to have always enjoyed horseback archery, making it an important military base. …

…876年(貞観18)には，大宰権帥在原行平の起請によって，松浦郡庇羅（ひら）(平戸島)と値嘉の両郷を2郡とし，上近郡，下近郡と称し，併せて値嘉島となし，新たに嶋司郡領を置くこととなり，壱岐，対馬とならぶ行政区画となったが，まもなく廃されてもとの肥前国になった。この島は交通の要衝で，相子田（あいこだ）の泊，川原浦などの港を有し，遣唐使船も寄港した。また烽（とぶひ）3ヵ所があり，この島の白水郎(海人)は馬，牛を多くもち，容貌は隼人に似て，つねに騎射を好んだといい，軍事上の重要拠点でもあった。…
